KTA is seeking reliable and competent PCI Certified Technicians to provide QA inspection of the fabrication of precast panels and prestressed bridge beams throughout Pennsylvania, Ohio, North Carolina, and Connecticut.   • PCI Level II or III certification issued by the Precast/Prestressed Concrete Institute - required
  • ACI Certified Concrete Field-Testing Technician – Grade 1 certification – required
  • PennDOT Concrete Field-Testing Technician - preferred
  • Prior experience in PennDOT and/or PA Turnpike Highway and Bridge Construction Inspection and knowledge/use of the PennDOT EQMS system - preferred

Summary
This position is knowledgeable in all aspects of production and quality control of precast/prestressed concrete members.  Supervises a staff of inspectors.  Manages a system of quality control and quality assurance that maintains maximum technical product control.  Position requires a high level of integrity and the ability to make difficult decisions in the interest of product quality.  This position independently performs most assignments with instructions as to the general results expected.  Reports to the Chief Engineer.

Job duties and responsibilities

Brief Outline of the Duties and Responsibilities

  • Interviews and recommends employment of Quality Control Inspectors.  Trains, supervises and, if necessary, terminates employees under his/her direction and with management guidance.
  • Administers a quality control program in accordance with the CTC’s Quality System Manual.
  • Chairs CTC’s Quality System Committee. Duties include:
    • Point of contact for PCI audits
    • Responds to PCI regarding nonconformance documented by auditors
    • Maintains and revises the Quality System Manual
    • Performs CTC’s annual internal audit
  • Maintains CTC’s WSDOT Plant Approval Manual.
  • Maintains CTC’s Finishing and Repair Manual.
  • Reviews all project compliance documentation as required by project specification.
  • Continually monitors quality exception reports and works with all departments to eliminate recurring problems.
  • Uses Piece Tracker and other tools to monitor Production and QC efficiency and accuracy.
  • Research and implement new technologies to improve QC operations
  • Responsible for purchase and maintenance of QC equipment and supplies.
  • Responsible for properly calibrating stressing, batching, and QC equipment.
  • Assists with evaluating and troubleshooting production problems.
  • Carries out decisions of management.
  • Performs inspection tasks during staff absences or other periods of peak demand.
  • Miscellaneous duties as assigned by the Chief Engineer.

Minimum knowledge and skill of the position

  • A 4-year degree in a related field OR a minimum of five years’ experience in precast/prestressed concrete plant operations including interpreting and following project specifications and preparation of documentation for approval.

Summary:

The Quality Control Manager directs and coordinates all activities of the Quality Control Department, testing laboratory and QC Personnel. Collaborates with Operations and Plant Managers to ensure that all PCI requirements are met. Teams up with others to optimize production quality and workflow. Summary:

The inspection process includes, but is not limited to, evaluating pieces for dimensional accuracy, required tolerances and aesthetic appearance as well in interpreting piece tickets and production drawings (blueprints).

Essential Job Duties & Responsibilities:

  • Performs pre-pour inspection of all forms, reinforcement, steel and inserts, in a timely manner to maintain optimized workflow and assists in finding ways to decrease delays and cause for rework.
  • Maintains daily and project production records.
  • Checks and verifies all dimensions of cast-in embeds.
  • Completes daily Quality Control documentation.
  • Inspects all finished product. Documents and follows-up on any precast product that requires patching or rework.

Daily:

1. Inspect bed set-up according to shop drawings for proper size and placement of all reinforcement, including strands, plate location, all structural connections

2. Note any nonconforming items and notify proper personnel to bring product into conformance

3. Perform concrete testing: slumps, unit weights, air content, release cylinders, 28-day cylinders

4. Set-up steam clocks to insure proper curing temperature

5. Monitor finishing procedures in finishing shed

6. Inspect final products, note any nonconformance’s and notify the Engineering Department for approval or repair work order. All conforming products receive a green tag, all nonconforming products requiring engineering approval receive a red tag

7. Check red tagged members after they are repaired to ensure that they conform to Engineering’s requirements

8. All nonconformance’s for engineering approval are to be drawn up and submitted in writing

9. Release all beds

10. Identify products with stencil

11. Monitor accuracy of pour data

Summary:

Under the direction of the Operations Manager, the Quality Control Inspector performs and documents QC Inspections of all architectural precast concrete products, evaluating pieces for dimensional accuracy, required tolerances and appearance; and assists in interpreting piece tickets for production.
