  • ACI Certified Concrete Field Testing Technician – Grade I. Must have ability to test fresh concrete for air content, slump, and temperature; and prepare reports and communicate relative to construction condition. AND/OR
  • PCI Level II or III certification issued by the Precast/Prestressed Concrete Institute. Must have experience with prestressed concrete inspection, particularly for transportation and bridge projects.
  • PennDOT Concrete Field Testing Technician - preferred

Summary
This position is knowledgeable in all aspects of production and quality control of precast/prestressed concrete members.  Supervises a staff of inspectors.  Manages a system of quality control and quality assurance that maintains maximum technical product control.  Position requires a high level of integrity and the ability to make difficult decisions in the interest of product quality.  This position independently performs most assignments with instructions as to the general results expected.  Reports to the Chief Engineer.

CTC relies heavily on this position to assure all products meet acceptable standards for delivery to the customer.

Job duties and responsibilities

Brief Outline of the Duties and Responsibilities

  • Interviews and recommends employment of Quality Control Inspectors.  Trains, supervises and, if necessary, terminates employees under his/her direction and with management guidance.
  • Administers a quality control program in accordance with the CTC’s Quality System Manual.
  • Chairs CTC’s Quality System Committee. Duties include:
    • Point of contact for PCI audits
    • Responds to PCI regarding nonconformance documented by auditors
    • Maintains and revises the Quality System Manual
    • Performs CTC’s annual internal audit
  • Maintains CTC’s WSDOT Plant Approval Manual.
  • Maintains CTC’s Finishing and Repair Manual.
  • Reviews all project compliance documentation as required by project specification.
  • Continually monitors quality exception reports and works with all departments to eliminate recurring problems.
  • Uses Piece Tracker and other tools to monitor Production and QC efficiency and accuracy.
  • Research and implement new technologies to improve QC operations
  • Responsible for purchase and maintenance of QC equipment and supplies.
  • Responsible for properly calibrating stressing, batching, and QC equipment.
  • Assists with evaluating and troubleshooting production problems.
  • Carries out decisions of management.
  • Performs inspection tasks during staff absences or other periods of peak demand.
  • Miscellaneous duties as assigned by the Chief Engineer.

Special notes and conditions

Position involves outside work, occasional early hour assignments and occasional, physically demanding activity.

Minimum knowledge and skill of the position

  • A 4-year degree in a related field OR a minimum of five years’ experience in precast/prestressed concrete plant operations including interpreting and following project specifications and preparation of documentation for approval.
  • Must have supervisory skills and be able to communicate effectively.
  • Computer literacy required.
  • Must possess a valid driver’s license. 
  • Must obtain and maintain ACI Field Testing Technician Grade 1 and PCI Quality Control Technician Level III certifications.
