Field Operations Specialist III-Precast

Scope of Services

  • State Materials Office (SMO), located at 5007 NE 39th Avenue; Gainesville, Florida 32609. Approximately 25% of the time will be worked at SMO, and the rest in the six FDOT Districts spread throughout the State of Florida.


  • 40 work hours per week.
  •  Contract period (Approximately): January 2018 to May 2019.

General Responsibilities

  • Performs Independent Assurance (IA) evaluations for qualifications (Concrete Field and Concrete Strength) to the active FDOT technicians assigned as described in Department procedures and the Federal Aid Policy Guide. Perform these evaluations in an objective and professional manner. Document and report findings.
  • Participate with the FDOT Districts when required/planned in the inspections, troubleshooting, and problem solving of the identified problems in the production of cementitious materials and precast/prestressed concrete products at the plants and/or project sites. Provide technical recommendations with minimal assigned errors within the required time frame.
  • Review documents (quality control plans, construction plans, specifications, procedures, and other appropriate documents) as required limiting assignable errors that impact customer service.
  • Provides materials related technical support to District and Central Offices in the area of concrete precast pipe and drainage structures. Provides technical support to the District Materials Offices during the review of the producers' proposed quality control plans.
  • Performs field inspections of the pipe and precast drainage structures plants during their initial and routine annual plant qualification reviews.
  • Makes arrangements for the annual Precast Concrete Pipe and Drainage Structures Technical Advisory Group meetings.

  • Familiar with the FDOT Procedures covering the job duties and the computer programs necessary to perform these duties.
  • Ability to work outdoors in a Florida.
  • Ability to stand and walk on uneven terrain for a period of four to five hours at one time during precast yard inspections.


  • Minimum two year experience in Precast/Prestressed Operations.

  • CTQP Concrete Field Technician – Level I
    1. Hold a current ACI Concrete Field Testing Technician certification.
    2. Pass the FDOT Concrete Field Inspector Specification Examination.
  • CTQP Concrete Laboratory Technician – Level I
    1. Hold a current ACI Concrete Strength Testing Technician Certification or, hold a current ACI Concrete Laboratory Testing Technician Level 1 Certification.
  • FDOT Concrete Laboratory Specification Examination.
  • FDOT 450 Specification Course.
  • Precast/Prestressed Concrete Institute (PCI) Quality Control Personnel Certification Level II
  • FDOT Materials Acceptance and Certification (MAC) System Training

Travel Requirements

  • Hotel stay will be required when away from SMO.

  • The Company shall provide transportation and lodging resources to support overnight travel (FDOT will not provide these resources).

The Operations Manager directs all tasks and activities related to scope of production contracts, quantity takeoffs, estimating, project management, safety, drafting and engineering, scheduling, delivery, onsite patching, customer service, accounting administration, and quality control for all products.

Essential duties of the position include:

  • Ensures that estimates are prepared in a responsive and accurate manner to allow the company to optimize its opportunities to quote appropriate work.
  • Oversees and facilitates the work of the Project Managers related to job progress and monthly billings, ensuring they are customer focused and are adequately trained both as estimators and as job controllers.
  • Reviews all project-related contracts and insurance certificates.
  • Presides over the weekly staff and job status meeting, and ensures that the meeting is conducted in an effective and efficient manner.
  • Collaborates and communicates with the Plant Manager regarding sample submittal, project status and production scheduling and fabrication, with an emphasis on customer-focused organizational teamwork and mutual respect.
  • Works with Quality Control to ensure that all PCI Quality Control requirements are being consistently met, and that products are manufactured in conformance with PCI requirements and project specifications
  • Evaluates the work of directly reporting individuals for the purpose of determining skill level, training needs, and potential for increased responsibility; and serves as a coach to help these employees expand their career opportunities

  • Bachelor’s degree (preferably in Construction Management or Engineering, but not required)
  • Minimum 5 years’ experience in estimating, project management, general contracting, or the equivalent combination of education and experience
  • Minimum 2 years in a leadership role over 2+ employees
  • 2+ years within a production setting relating to steel or construction materials
  • Ability to work in both an office environment and throughout the production plant
