Summary of Position:

Directs and coordinates the Company’s Quality Control program for documentation, testing, and inspection of components and finished products to ensure conformance with given standards and production shop drawings.  Works closely with plant production to prevent problems from occurring and solve them when they do occur.

Organization: 

Reports directly to the Plant Manager.

Specific Duties / Responsibilities / Functions:

     Pre-Production Phase (15%)

  • Review preliminary samples of concrete mix.
  • Review job specifications.
  • Gather and submit documents to proper jurisdiction for pre-production approval.
  • Involved in pre-production meeting(s) with project management and production staff.
  • Submit concrete mix design(s).
  • Coordinate any testing of project raw materials and report as required.

     Production Phase (80%)

  • Manage personnel and coordinate daily responsibilities which include:
    • Fresh Concrete Tests
    • Pre-pour Inspections
    • Post-pour Inspections
    • Cured Concrete Testing and Acceptance
    • Embed Inspection
    • Rebar Receiving and Acceptance
    • Strand Receiving and Acceptance
    • Prestressing Operations
    • Aggregate and Cement Receiving, Testing, and Acceptance
    • Embed / Weld Shop Inspection and Acceptance
    • Receiving and Filing of Mill Certifications from Suppliers
    • Miscellaneous Daily Projects
  • Review all production on daily basis.
  • Work with production daily on improving overall quality by communicating observations.
  • Provide support to Engineers as required.
  • Coach and mentor employees.
  • Coordinate and communicate with Special Inspection Agency and PCI inspections.
  • Coordinate or perform pre-pour checks on the forms in production.  Look for overall conformance with specifications and company standards.
  • Coordinate or perform post-pour inspection of finished product and provide approval for all product that meets company quality standards.  Look for overall conformance with specifications and company standards.
  • Once product is approved by Tekna quality control personnel, coordinate post-pour inspection of finished product by client, client’s representative, or DOT inspectors.  If additional work is required, communicate this work to production.  If approved for shipment, provide updated product status to production and project management personnel.
  • Hold weekly meetings with production and oversee QC involvement and participation in all phases of production.
  • Maintain Tekna Corporation production grading program.  Make sure proper input of all data is done by office personnel and report result to plant management.
  • Maintain and manage Tekna Corporation activities including the Quality Control manual, facilitate the PCI quality committee meetings, internal audits, etc.

     Research and Development / Testing (5%)

  • Coordinate any Research and Development assigned .
  • Research new products that have potential to improve quality or efficiency of production.
  • Develop and test new mix designs as required.

Job Specifications:

  • Kind and Length of Experience:
    • Minimum 2 years’ experience in concrete Quality Control

Submit all necessary documents and submittals to GC. Communicate as required with General Contractor, Owner, Owner’s Rep, Architect, City or County Inspectors, etc. Determining if a panel has been found defective under the plant quality program.
  • Referred to Others for Approval:
    • Salary recommendations, decisions regarding product repair / recasts involving exposed reinforcing or strand, large scale testing programs, changes to mix designs are approved by the VP/General Manager.

QUALIFICATIONS FOR A PRECAST ESTIMATOR

  • Preferred that applicants have Certified Professional Estimator certification from ASPE (American Society of Professional Estimators)

DOT Quality Services is seeking a Construction Engineering Consultant delivering quality services to the construction industry with a focus in structural steel and prestressed concrete. This position is for a seasoned professional with several years of management experience in a quality assurance or quality control role. Familiarity with the work of Department of Transportation agencies in the transportation industry sector highly preferred.

Summary

The PCI Manager – Technical Activities (M-TA) is responsible for the program and project management of PCI Technical Activities relating to the development and dissemination of the existing PCI Body of Knowledge.  As a member of PCI Technical Services, the M-TA supports the core purpose of maintaining and protecting the technical integrity of precast concrete by providing guidance and perspective on major technical issues confronting the industry and working closely with other technical leaders in the Institute in coordinating the Institute's technical activities. Working with established PCI committees, industry consultants, and volunteers, the M-TA will facilitate the development of PCI publications to enhance the PCI Body of Knowledge.  The M-TA will also support the development of presentations and educational content to support the broader use of precast concrete systems. 

Background

PCI Technical Services comprises the Technical, Research and Development, and Codes and Standards programs. Guidance, direction, and support for these programs is provided by the PCI Technical Activities Council, Research and Development Council, and Transportation Activities Council, each of which has a robust committee structure, augmented by PCI staff liaisons and consultants. PCI relies on developing and maintaining the PCI Body of Knowledge (BoK), including appropriate standards, technical manuals, publications, and documents, to establish industry credibility and support our mission to promote the broader use of precast concrete systems.

The PCI Transportation Systems, Architectural Systems, Quality, Marketing, and Education programs also support similar purposes within PCI and have their own councils and committees.  The M-TA will work with other programs and Managers as necessary to coordinate the Institute’s activities related to the BoK and support the advancement of precast concrete.

Specific Position Responsibilities

  • Manage assigned PCI committee activity as a staff liaison to monitor and drive their efforts to advance the PCI BoK. 
    • Prepare documents to reduce need for consultant support.
    • Assist in their communications and activities.
    • Assist with technical editing as it applies to PCI’s BoK.
  • Provide technical direction and project management of consultants for special programs and projects.
  • Support PCI activities to disseminate the BoK to internal and external audiences.
    • Prepare presentations on topics of the PCI BoK to reduce need for consultant support.
    • Prepare publications and articles on topics of the PCI BoK
  • Identify and participate in the activities of other technical institutes, trade associations, government organizations, and other outside allies to support the Institute’s BoK.
    • Industry organization activities may include ACI, ASCE/SEI, ASTM, BSSC, EERI, ICBO, NSPE, NCSEA, and others, as necessary.
  • Respond to inquiries from PCI members, the Industry, and the general public regarding the existing PCI BoK.
  • Evaluate the design impact of state-of-the-art research and resulting implications.
  • Monitor and be involved in new technology and developments.

This position is intended to strengthen the efficacy of PCI's knowledge management activities with a special emphasis on cutting-edge eLearning, digital and education solutions.  The unique candidate can focus well to work alone (internet research, database entries, maintain spreadsheets) and can simultaneously work well with others to coordinate competing deadlines.  

Overall responsibility

Education: Coordination of knowledge management activities, which includes support of the Managing Director, Marketing and Education, Education Manager and the Member Services Manager. Support educational committees’ progress by fulfilling all administrative requests. Support education events by processing registrations, preparing course materials, handling education shipments and reporting continuing education attendance as required. Serves as primary administrator of the PCI eLearning Center. 

Publications: Assists Member Services Manager with ePubs/eBooks and coordinates similar solutions for education textbooks and/or handouts. Serve as back-up for PCI bookstore and shipping

GENERAL STATEMENT OF DUTIES: Under general direction, estimates project costs and revenues from provided plans and bid packages by obtaining latest material, labor, and subcontract pricing and assigning the quantities of such accordingly.

ESSENTIAL DUTIES:

  • estimate commercial projects
  • utilize standard forecasted pricing ensuring the estimating platform is current
  • prepare professional and binding Project Proposals
  • obtain information necessary to complete estimates and proposals
  • provide input into job complexity, desirability, and other associated information
  • schedule and conduct bid review meetings
  • assign a job number and post current estimates
  • communicate with all persons and groups interested in the bid process
  • contribute to team effort
  • secure confidential and intellectual information
  • perform all occupational safety and hazard procedures in conjunction with essential duties

KNOWLEDGE, SKILLS AND ABILITIES:
Knowledge of:

  • sales, bid, accounting (cost categories), scheduling, production processes
  • tax laws, bond procedures
  • precast concrete component design
  • the end product, including its use and tolerances
  • current material pricing
  • plant facilities, casting bed capabilities, overhead costs, etc.
  • appropriate uses and capabilities of our products and services
  • occupational hazards and proper safety precautions

Skills in:

  • efficient use and manipulation of the estimating platform
  • advanced math, organization, documentation, and filing
  • plan reading
  • appropriate software and estimating platforms

Ability to:

  • read drawings and conceptually infer the intent of the designer
  • interpret specifications and verify assumptions
  • obtain information required to prepare accurate bids
  • prioritize to meet all deadlines and maintain professionalism and accuracy
  • establish and maintain effective working relationships with other employees;
  • communicate effectively

WORK ENVIRONMENT: Employee may be exposed to:

  • moving mechanical/electrical parts and equipment
  • fumes or airborne particles
  • vibration
  • metal preservatives
  • oils and greases
  • loud noise
  • heat/cold/wet conditions
