The Division of Maintenance and Operations for Multnomah County (Oregon) will soon take possession of a new facility (see Fig. 1) that will serve  as a model of energy efficiency, organizational flexibility, and optimum working conditions. The Division (of Maintenance and Operations) has a staff totaling 215 employees and is  responsible- for maintaining all county roads, bridges, vehicles, equipment and other county related services. For the past 40 years the  Division has been headquartered in a series of buildings located on 40  acres of county-owned property at Rocky Butte, just northeast of the city limits of Portland.
