Project Overview

The Napa County Detention and Rehabilitation Facility, which opened in March 2025, demonstrates how innovation and efficiency using precast concrete can help deliver complex projects faster without compromising security, quality, or sustainability.

PCI West producer member, Pinnacle Prestress partnered with the project team through a design-assist approach, contributing precast expertise early in the planning process to optimize the use of precast concrete modular cells. This early collaboration helped streamline construction and support the project's accelerated schedule. By integrating engineering insights and modulation design solutions from the outset, Pinnacle helped reduce design conflicts and improve constructability, setting the stage for a highly efficient build process. 

Designed by Lionakis Architects and constructed by Broward Builders, the two-story facility provides a modern environment focused on safety, durability, and rehabilitation. The completed facility achieved LEED Silver certification and exceeded California Title 24 energy performance standards, demonstrating a strong commitment to long-term environmental performance.

Precast Solution 

Manufactured at Pinnacle Prestress' Wasco, California plant, more than 100 precast concrete modular cells were produced for the project. Every module was carefully engineered to meet stringent tolerance and quality standards, reflecting Pinnacle's commitment to precision and reliability. The modules arrived onsite fully equipped and ready for installation, including bunks, desks, combination sanitary fixtures, lighting, mirrors, doors, frames, and mechanical ventilation systems. The units were also primed and painted, minimizing additional finishing work in the field. This precision and consistency in off-site manufacturing helped create a safe, comfortable, and high-quality environment, supporting the well-being and daily comfort of everyone who lives and works in the facility. 

Off-site prefabrication allowed major building components to be manufactured concurrently with on-site work, reducing jobsite congestion and labor requirements while ensuring consistent quality through controlled plant production. The precast concrete modules offer lasting durability and structural integrity, supporting a safe and secure environment for residents and staff. 

Installation speed was a key advantage. All precast concrete modular cells were installed in just eight working days, rapidly forming the structure of the two-story facility and allowing other trades to begin work sooner. 

By combining design-assist collaboration, precision manufacturing, and rapid installation, Pinnacle Prestress helped Napa County realize its vision for a secure, sustainable, and high-performance facility.
