The new Payne County Jail is adjacent to the existing courthouse in order to facilitate the expeditious transfer of the inmates from their cell to the courtroom. The architectural goal was to simulate and complement the architecture of the existing adjacent courthouse and county administrative building. The resultant design placed all the jail administrative functions, along with an interior sally port, on the ground floor, with the traditional inmate cells, dayrooms, exercise spaces, and mechanical space housed in the four stories above this administrative area.
