Chief Financial Officer

Position Title : Chief Financial Officer

Reporting Relationship : President and CEO

Positions Supervised : Controller, Accounting Clerk

Overview : As the PCI Chief Financial Officer, works closely with the President to carry out the mission and objectives of the organization as approved by the Board of Directors.

Accountabilities:

Financial:

  • Execution of all PCI financial administration, including maintaining accounting practices consistent with generally accepted accounting principles (GAAP) governing not-for-profit organizations;
  • Manage financial resources and conduct resource planning for future needs;
  • Prepare financial budget in conjunction with the President for submission to the Board of Directors;
  • Develop long-term strategic plans, financial outlook modeling, preparation of operating performance projections, and budget variance analysis;
  • Prepare financial statements (including presentation to Executive Management and Board of Directors);
  • Develop and document financial policies, rules, and regulations, administer training, and ensure compliance;
  • Develops and maintains Accounting Policy Manual and Travel Policy Manual;
  • Administer PCI Payroll and related activities (through outside vendor);
  • Administer accounting system;
  • Manage the following:
    • Accounts Payable and Accounts Receivable process;
    • Procurement process;
    • Day-to-day accounting operations, including providing monthly reports to the President, and other financial reporting requirements as needed;
    • Investment funds, including periodic adjustments based on investment policies
  • Provide President with annual report language related to PCI and programs and services;
  • Lead audit process and tax preparation for the Institute;
  • Coordinate timely and accurate preparation of annual IRS Form 990

Human Resources

  • Oversees Human Resource Functions for PCI, including:
    • Managing and maintaining personnel files
    • Working with the management team to maintain the PCI Personnel Policy Manual
    • Manage and maintain group insurance programs including healthcare, dental, life & ad&d, long term disability, as well as 401-k functions
    • Work with PCI President to establish, maintain and monitor compliance with appropriate personnel policies and systems
    • Coordinate recruitment and on-boarding processes
    • Provide advice and counsel to the management team in dealing with employee relations issues

Office Management

  • Acts as Office Manager for Chicago office
  • Acts as lead representative with building management
  • Negotiate and manage contracts for office space, furniture, equipment, etc.
  • Manage and maintain appropriate IT systems for staff; work with leadership team on appropriate member and CRM systems, website, and on-line store
  • Performs additional duties as may be assigned.

Manager – Codes & Standards

Summary

The Manager - Codes & Standards (M-CS) reports to the Managing Director - Technical Activities at the PCI Headquarters Office in Chicago.

The M-CS is generally responsible for strategic and tactical management of PCI activities relating to the development and improvement of codes and standards that affect the Precast Concrete Structures Industry.

As a member of the PCI management team, the M-CS conducts program and project management, coordinates volunteer committee work, and generally supports strong organizational performance.

As a member of the PCI Technical Team, the M-CS provides leadership, guidance, and perspective on major technical issues confronting the industry and the Institute and works closely with other functional leaders in the Institute, both Staff and volunteer, in coordinating the Institute's technical activities.

Background

The PCI Staff Technology Development area comprises PCI’s Technical, Research, and Code Development Programs. Guidance, direction, and substantial technical support for these programs is provided by the PCI Technical Activities Council, Research and Development Council, and Transportation Activities Council, each of which has a robust committee structure, augmented by PCI Staff and contracted technical assets.

PCI’s Code Development Program is dedicated to developing and improving code requirements for buildings and transportation structures in the US. It is conducted in close collaboration with ACI, ASCE, AASHTO, ASTM, ICC, and other associations.

Results Expected

As a result of the work of the M-CS:

  • The PCI Body of Knowledge relating to codes and standards will be systematically developed and continuously updated.
  • The strong strategic linkage between PCI’s Research, Technical, and Code Development Programs will be strengthened.
  • These activities will be organized and managed to quickly and effectively transform the knowledge developed through research and engineering work into practical and innovative design methods and technologies that address industry and market needs, and, as appropriate, into building code provisions that support such methods and technologies.
  • An optimal application of PCI’s technical and financial resources will be achieved, leveraged where possible with external technical and financial support, to deliver results that meet or exceed industry expectations within set schedule and budget constraints.

Specific Responsibilities

  • Advance the interests of the Institute and the Industry within the major forums for developing structural, environmental, and fire codes and standards
    • Monitor Code-related issues and actions taken by outside organizations and identify those that may impact the Industry or offer improvement opportunities
    • Represent the Industry and the Institute in Code-related meetings, hearings, and presentations
    • Identify and utilize other technical institutes, trade associations, government organizations, and other outside allies to support the Institute’s Code development objectives
  • Implement and improve the Institute's Code Development Program, including planning, managing, and reporting relating to codes and standards
    • Help develop plans and budgets for PCI’s Code Development Program and for individual code development projects
    • Ensure that purpose and benefits of individual code change proposals are clearly identified, actively pursued, and measurably realized
    • Provide technical direction and hands-on project management for individual code development projects
    • Coordinate and participate in Industry Code strategy planning (Code Framework 2033)
    • Prepare information, status, and perspective for distribution to PCI members and governance regarding PCI Code development activities
  • Provide administrative and technical support to the PCI Building Code Committee and the PCI Industry Handbook Committee
  • Provide or coordinate effective vigilance or industry representation, as appropriate, on committees and forums of other associations relating to the Institute’s technical activities
  • Respond to inquiries from PCI members, the Industry, and the general public regarding Codes and PCI Code-related activities
  • Coordinate volunteer and staff resources as appropriate for achieving objectives
  • Manage PCI’s standard development process through the ANSI accredited procedures
  • Manage contracted technical assets for specialty codes and standards activity and coordinate with other subject matter experts for specific tasks

Position Requirements

  • BS in Civil/Structural Engineering, construction management, or equivalent degree required (MS a plus)
  • Registered Professional Engineer or Engineer-In-Training
  • At least 5 years of relevant engineering experience
  • Experience in design of precast concrete structures and code requirements
  • Proven ability to simultaneously manage many diverse projects of varying complexities
  • Track record of achieving goals and objectives and completing projects within schedule and budget
  • Familiarity with the US model code and standards development process
  • Demonstrated team playing, team building, and management skills
  • Ability to travel up to 30% of the time

Managing Director of Quality Programs

Position Title: Managing Director of Quality Programs

Reports to: PCI President and CEO

As a member of the executive management team, the Managing Director of Quality Programs is responsible for the strategic performance of all PCI quality programs, such as driving specification of PCI's certification program by code writing bodies, specifying agencies, and the AEC industry nationwide and ensuring program management systems are administered to accreditation standards defined by the International Accreditation Service. Preserves the integrity of all certification programs by ensuring industry policies are followed appropriately, investigating complaints, and representing programs at industry events. Manages a $2M budget.

Overall responsibility

  • Administers and manages all of PCI Quality Programs for plant, erector, and personnel certification programs.
  • Manages relationships and contracts with audit firms; budgets accordingly
  • Leads the continuous improvement and evolution of PCI Quality Programs.
  • Assures that the value of PCI Quality Programs is maintained, recognized, and specified
  • Manages and supervises PCI Quality Programs staff
  • Participates in PCI Leadership and Management Teams as senior staff

Key areas of responsibility

  • Manages and maintains Institute's accreditation status with IAS
  • Negotiates contracts and manages relationships with PCI audit firms, including auditor assessments
  • Manages the creation and maintenance of all quality control manuals;
  • Serves as in-house expert on quality control issues
  • Staff liaison to the Quality Assurance Council and all its subordinate committees
  • Act as PCI representative to appropriate committees of ASTM, ACI, AWS, and other groups as identified by the Quality Activities Council and PCI Staff
  • Represent PCI with appropriate outside agencies such as AASHTO and individual Departments of Transportation as it relates to PCI Quality Programs.

The ideal candidate will have:

  • A Bachelor's degree in engineering or construction management. Professional Engineer registration is highly desired. Engineers on track to obtain licensure will be considered.
  • PCI Level III Quality Assurance Technician certification is required; candidates who do not meet this requirement must obtain this certification within 1 year of employment
  • A minimum of 10 years' experience in the concrete or construction industry. Experience in the design and/or manufacture of precast and prestressed concrete products preferred.
  • Supervisory experience with ability to organize and motivate staff members
  • ISO 9000 or similar program experience
  • Proven experience in quality assurance program development and administration
  • Demonstrated written, oral communication, presentation, and people skills
  • Excellent organizational and administrative skills, including fundamental skills in Microsoft Office
